We didn't count to three. If we said "One" the kids settled down. People were always amazed, but we usually didn't tell them that at "Two" they got two swats. If we said "Three" is was three swats. Since they knew there was a penalty, they straightened up at one. Our 4 boys were absolutely boys, rowdy and didn't like to sit still much, but they behaved well in public (better than at home a lot of the time!) and strangers would order them desert sometimes at a restaurant (people do that kind of thing in small towns) because they were so well behaved. Of course we'd get them out of there quick before the sugar kicked in!
