The 5th from the top is a Polish FSO Warszawa (check Wikipedia for details!), but this vehicle is operated by the Hungarian State Railways (MÁV) in the 1950's. I am not sure who and when made the modification, but my guess is made by MÁV. The car is on the picture is on display at the Hungarian Railway Museum (http://www.mavnosztalgia.hu/en/menu/103) and still in operational condition. You can find a much better picture of it here:

Wow, what a ride down memory lane! These classic cars converted into inspection vehicles are awesome. Love the Packards and the Pontiac station wagon! Seems like inspecting railroads back then had some serious style.
