San Diego has a $258 million budget shortfall in the next fiscal year. So, it's screwing up everything it can, because city admin simply can't quit over spending

San Diego recently doubled the rate on parking meters, to $2.50 an hour, for many of its existing meters and is considering charging drivers to park in Balboa Park and in some beach communities, and shut down public bathrooms. 

A grand jury report stated that the city's community parking districts were lax in reporting what revenues were collected and that much of its revenue was spent on administrative cost
