  1. Looks like autocross competition.

    That would have been one of the earliest custom CA license plates. The gold-on-blue plates came out in 1969, and CA began issuing custom plates in 1972.

  2. The slower the course the bigger the wing you need to generate a useful amount of downforce. Also, when you're going slow, you're in a low gear which multiplies torque which makes traction more of a problem. Unlimited autocross cars have huge wings.
