Essex County Highway Council, did a road trial of pothole material repairs, with hot rolled asphalt enhanced with graphene, the strongest substance ever

 with zero surprise to anyone, it works better, and is more expensive, and this test wasted time and cost to confirm that the scientific testing resulting in a loud " NO DUH!"

And further, it's not going to result in potholes getting fixed faster, or better. 

The govt still won't spend more to fix potholes, nor use better materials. 

That is why they use blacktop instead of stone, concrete, or cement. They have been aware of better materials since the Romans, but must finance the cost of road making, so they spend as little as possible, with the worst materials, then patch the road for centuries. 

"While the product is expected to be cheaper over the lifetime of the road surface, part of the dilemma for local authorities is whether they have the funds to pay more upfront."
