This was the early style of an attempt to tie the fork legs together to add rigidity. You may have seen the later version - a fully machined horizontal strut clamped onto the top of the fork sliders and "notched" to clear the top of the front tire. We used to sneer at the early ones claiming they were too flexible to add any strength. Who knows - we only knew what we read in some magazine. I don't think I actually rode any harder then anyway...
