P.S., the bottom photo was taken in 1917 next to Union Square NYC. The wagon is part of a military recruitment drive. In the background is the Battleship 'recruitment' manned with sailors on loan from the USN, by the look of things it was laundry day.
You did post it before, and its still interesting and has me puzzled as to when the Army had these, and if there's any in a museum somewhere.

I dont see any stack for the exhaust if its steam,
Looks like a fuel tank on top.... so, my guess is gasoline
