The difference is that it overlays known automated license plate reader cameras and offers an alternative route designed to minimize or eliminate encounters with them.
I saw a video on YouTube that a green laser pointed steadily into the lens on a Flock camera will disable it. I googled it and found a few articles the supported it and a couple that said it wouldn't.???
