headlights are often quite bight white on new cars, and there are a variety of manufacturing methods to create headlights, so, there might not even be a standard light level specification by the DOT anymore, but, regardless, people are fed up with too bright oncoming headlights

there's some sort of petition, and the news says it only has 41,000 signatures. I'm pretty sure it takes a lot more than 41k signatures to be taken seriously

the Soft Lights Foundation www.softlights.org also attributes the problem to the fact that so many vehicles are SUVs with headlights that shine over the trunks of cars stuck in traffic. You can click that link if you want to add your name to that petition
