did someone nominate me to be a Canadian immigrant?

 The address is legit for the Canadian immigration dept

the program appears legit https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/provincial-nominees/works.html

but TorontoMail.com isn't a real website

So, this is probably a phishing scam to get me to open the PDF and infect my computer. Not today.
