The average price for regular unleaded gasoline nationally $3.765 a gallon. The average in California, however, is $6.25. That is 70 percent more.... to buy gas in a state on the continent. That's ridiculous. It's a dollar more than Honolulu

The supply of gas on the West Coast is at its lowest level in a decade, because there are only 10 refineries, and 6 of them are undergoing planned or unplanned maintenance

On Friday, the governor of California directed the California Air Resources Board to increase the state’s gasoline supply and lower fuel prices by allowing oil refiners to make an early switch to winter-blend gasoline.

Normally, most gas stations can’t stop selling the more environmentally-friendly, and expensive, summer-blend fuel, and start selling the cheaper, winter-blend gasoline until Nov. 1.

California uses 13% of the gasoline made in the USA, bumping up profits for the oil industry


Why aren't the big news outlets asking why California has a "winter blend" when we don't have a "winter" ? 
What is the summer blend, vs winter blend, is that only California? Or all states?
Because it gets a lot hotter in Nevada, and Arizona, typically, than most of California.

  1. Summer grade fuel is refined to evaporate at higher temperatures, so it does not evaporate in the fuel system and probably cause vapor lock or evaporative emissions. Winter grade is made to evaporate easier at cold temperatures, so cars will start easier in cold weather.

    I think all states have some difference between summer and winter fuel, but there is probably less difference in the warmer states than there would be in cold northern states.
