That is a strange one. Definitely a Hanomag Sd kfz 251 halftrack. But the picture looks like a photo of a drawing, or a heavily re-touched photo. I've seen pictures of wagons that are slightly similar to these that were used as German Army command field offices. But this has the feel of perhaps being post war commandeered equipment that's being used to help repatriate refugees. Too bad there's no caption or even a date and location.
The vehicle is a WWII German Hanomag Sd.Kfz 251, building are probably for relocating a training camp.
